The Wuling Mountain area, including a bordering area of Hubei Province, Hunan Province, Chongqing Municipality and Guizhou Province, is designated by the State as a priority area for poverty alleviation in contiguous poverty-stricken areas. In recent years, by making full use of their own advantages in addition to the state preferential policies, these four provinces and cities have scored remarkable achievements in their poverty alleviation and regional development projects. Poverty alleviation in contiguous poverty-stricken area has entered a new era.

Poverty alleviation in Enshi Tujia and Miao Autonomous Prefecture: creating an “ecological home”
In the 2,000 kilometers inspection trip in the Enshi Tujia and Miao Autonomous Prefecture, the inspectors did not find any area with extensive economic activities for growth. All agricultural bases were ecological homes for both agriculture and living. The Enshi Yulu Ecological Base for Tea Production, known as one of Enshi’s eight ecological corridors, is an ecological tea garden corridor located in Bajiao Dong Ethnic Township. It is 25 kilometers in length and takes up over 10,000 mu in space. With networks of highways and villages criss-crossing the vast tea gardens, it looks like a painting with ancient buildings, tea gardens and streams.
Through smart overall development, the once infertile mountain has turned into a beautiful traditional Chinese painting, which reflects the immense success of the local ecological tea industry as well as the fact that more and more people in this area are breaking out of poverty.
Wulong County: poverty alleviation through tourism
Located in the valley between the Wulin Mountain and the Dalou Mountain, Wulong County has always been troubled by the problem of poverty. However, in the new round of development-oriented poverty alleviation, Wulong people took advantage of the overall development of tourism and sped up the development of rural tourism as a means of poverty alleviation. Over 1,200 agro-tourism hotels and restaurants have been built in 23 key villages of 10 townships alongside 1,000 summer leisure farms. Over 15,000 households were lifted out of poverty through rural tourism. Many earned an annual income of more than 100,000 yuan.
In 2012,the revenue from rural tourism in Wulong County was more than 200 million yuan. Mugen Village in Shuanghe Town is a great example of rural tourism. 40 kilometers from the county, the village is rich in forest vegetation and enjoys a cool climate. Positioning Mugen Village as a place to “'experience farming, enjoy a cool summer, leisure and maintain good health”, Wulong County designed a series of characteristic rural tourism projects for the vilage.
Today, almost every household in Mugen Village serves as an agro-tourism restaurant and hotel, housing a large number of tourists. One villager, Liu Li, opened her agro-tourism restaurant and hotel in 2010. Now, the hotel has more than 20 beds and offers package tours for tourists. With an annual net income of over 50,000 yuan, she no longer suffers from poverty.
Poverty alleviation in Qianjiang: a new life for farmers through relocation
In Qianjiang District in Chongqing, poverty alleviation through relocation is integrated with the construction of townships, the construction of the new socialist countryside and the construction of traditional courtyards. By using a comprehensive set of urban-rural integration policies such as land trading, the district government has managed to integrate funds, make unified plans and start relocating rural households. Currently, a total of over 8,000 households have been successfully relocated, a batch of new villages for the relocated people, like Wanqing Village and Zhongyuan Village were constructed. In Zhongyuan Village, a number of two-story buildings line up neatly, clean and wide roads lead to the village, all the paths and households are decorated with vegetation, infrastructure such as public squares and waste drainage systems are completed. 73 rural households who used to live in remote mountain areas and places where landslides often happen have now found new homes here.
Qianjiang District is committed to poverty alleviation through the development of characteristic industries throughout the poverty alleviation process. By attracting and nurturing leading enterprises, a new agricultural cluster led by three agricultural zones, namely the Wuling Mountain Area Modern Agriculture Demonstration Area, the Apeng River Modern Vegetables Demonstration Area and Qianjiang District Yangtou Mountain Modern Agriculture Demonstration Area was created. On a pleasant day, the sunflowers in the vast kiwi fruit base in the Yangtou Mountain Modern Agriculture Demonstration Area form a beautiful picture with the clear blue sky, the white clouds and the distant mountains, which attract people to stop and take pictures.
