Post-quake poverty relief: reconstruction in quake-striken Wenchuan of Sichuan Province

On May 12, 2008, The Wenchuan Earthquake exerted a hugely destructive impact on the infrastructure, industrial and agricultural production, social service and on the life of the people and property in Sichuan, Gansu and Shaanxi provinces.
After the earthquake, the disaster areas had to be rebuilt. The State Council Leading Group Office of Poverty Alleviation and Development established special departments and initiated the pilot project on the post-quake reconstruction in 100 impoverished villages in three batches. In line with the demand of fully completing the reconstruction work within two years, the State Council Leading Group Office of Poverty Alleviation and Development guided, coordinated, helped and urged Sichuan, Gansu, Shaanxi provinces to systematically integrate resources, and push forward the reconstruction work in 4,834 impoverished areas in the new national planning areas in an orderly and effective manner. By the end of 2009, the rural housing reconstruction was basically completed in the quake-stricken Wenchuan, and the construction of public service facilities was accelerated, the restoration and reconstruction of the infrastructure was carried out in an orderly manner, initial results were achieved in industrial reconstruction and structural adjustments, the establishing work of the urban system was fully initiated, market service system was basically restored, and ecological restoration, disaster prevention and reduction as well as land utilization all executed correctly. A grand epic symphony unfolded before our eyes. Great changes have taken place in the once fragmented and lamentable area.
The new county of Beichuan is located on the bank of the Anchang River 23 kilometers away from the old county. Its tallest building, the 37-meter Qiang’s bunker was just roofed, silently overlooking the 3,000 houses which were completed for low-income families.

Muddy walls, boarded doors, red lanterns and grey bricks and tiles, buildings full of the charming characters of Qiang ethnicity is distributed along both sides if the old streets, rolling according to the height of hills. Against the background of misty hills, Shuimo Town in Wenchuan County looks like a beautiful picture.
In Hongbai Town, Shifang City, from Shiziping Village to Hongbai Village, from Wuguiping Village to Xiamakou Village, what come into the view are grey tiles, white walls, sloping roofs, wood-like doors and windows, well-proportioned houses, ancient ginkgo trees, curvaceous willow trees as well as green hills and clean waters, each one illuminating the others and reminding you of the scenery in the regions south of the Yangtze River.
Leigu Bayi, a Middle School in Beichuan County is built in an open area which is a rare sight in the mountain area. This modern school, designed by Tsinghua University and built under the support of Ji’nan Military Region, has spacious and bright teaching buildings, dormitories with separate toilets, and playing field with plastic tracks, and above it all, its seismic fortification intensity is at a very high value of 9 degrees.
The destroyed workshop was transformed into a patriotic education base and the battered Dongfang Turbine revitalized after its relocation: production capacity greatly improved, the product structure was largely adjusted, and the production of wind power, nuclear power, solar energy advanced into the first-class row.
Beichuan was the only county rebuilt in another area. And the construction plan of Yongchang Township in the new Beichuan County was rendered to Shandong, which has a glorious tradition.
“Whatever you want, we are pleased to give , people, money, strength and so on,.” This coastal province, whose economic aggregate ranks first in China, made up its mind to spare no effort to help the inland county which was totally destroyed by the earthquake.
10.8 billion funds, 30,000people from 17 cities, and numerous facilities and materials kept flowing into the remote Beichuan.

“Roads we pave should be as smooth as the mirror, and no hollow can be seen under the light of cars.” “Plants should be well arranged, with flowers, bushes and trees combined, as neat and beautiful as our own garden.” “Houses we build should be of the highest quality and with beautiful appearance, and the inner ornaments should be as superior as our own houses.” Xu Zhenxi, general director of Shandong Beichuan Reconstruction Headquarters, put forward the high request for the reconstruction quality.
Over 100 yellow and white houses for low-income families were newly built, a number of roads were just paved, the green belt between the roads is as wide as 1 meter, and the commercial pedestrian street with striking Qiang ethnic design was to be to put into use.
In the southeastern corner of the new county, Beichuan-Shandong industrial park began to take shape, with a total investment of 1.5 billion from 22 enterprises in Shandong. After September 2010 when it was basically constructed. The park was expected to realize a total industrial output value of 3 billion every year, yielding a tax and profit totaling 350 million and providing more than 8,000 jobs. The total industrial output would triple that before the earthquake.
In every reconstruction headquarter, in every reconstruction site, in every reconstruction village or township, you could hear touching stories about people who psared no effort in the disaster area’s reconstruction. Beijing-Shifang, Shanghai-Dujiangyan, Zhejiang-Qingchuan, Jiangsu-Mianzhu, Guangdong-Wenchuan, Liaoning-Anxian, Henan-Jiangyou, Fujian-Pengzhou, each was very far from the other in the past, but now they are closely connected.
The achievement scored in the post-quake reconstruction of Wenchuan mirrored the effectiveness of the development-oriented poverty reduction model with Chinese characteristics.
