China Population Welfare Foundation and its “Happiness Project”

Founded in 1987, China Population Welfare Foundation is a nationwide non-governmental society related to social welfare, with the aim of extensively collecting funds at home and abroad for the development of welfare services. Since its founding, the foundation has successfully initiated and organized a series of public welfare programs such as “ China Population Award”, “Operation Smile”, and poverty alleviation programs direct at families which practiced birth control and are extremely poor. Other projects include “Happiness outside Hometown” as well as actions to help families with HIV patients, and children who lost their parents to AIDS, making a great contribution to the development-oriented poverty alleviation program towards needy women, left-behind women and children, families with HIV patients and other special groups.

Beneficiaries of the Happiness Project are enjoying great changes in their living conditions
In February 1995, China Population Welfare Foundation together with China Family Planning Association and China Population Press launched the “Happiness Project-Actions to Help Needy Mothers”. Focusing on the aim of “reducing poverty, riffing ignorance and treating illness” and following the salvation model of “providing micro grants, directed at each person, rolling operations and reducing poverty through hard work”, the organization, by mobilizing social resources, helped impoverished mothers who practiced birth control in destitute areas increase income by developing production and working hard; acquire scientific knowledge and transforming ideas; improve health conditions and physical constitutions.
In the past 19 years since the implementation of the “Happiness Project”, China Population Welfare Foundation, relying on its poverty alleviation approach featuring unique recipients, low cost, and high efficiency, made great leaps in its poverty alleviation efforts and making itself a well-known brand. At the same time, it formulated a perfect poverty eradication model which forms the foundation of the basic network of organizations belonging to the China Family Planning Association.
Before 2003, Wen Yulian, from Shangqu Village, Xiaqu Town, Taining Country in Fujian Province, was merely a desperate mother living in a mud dwelling, bearing a debt of tens of thousands of yuan, and even without a junior high school diploma. In 2003, she raised 7 sows and over 50 pork pigs with the fund from the “Happiness Project” and made more than 10,000 yuan in that same year.
After years of exploration, the mother of two girls became well-known for breeding pigs among neighboring villages. And now she owns a pig farm that is more than 3,000 square meters that produces over 1,000 pigs and makes more than 300,000 yuan each year. “Just in a few years. Great changes have taken place in my family. Such changes, on one hand, were the yields of my hard work and scientific raising methods; on the other hand, it is owing to the support of the Happiness Project”, said Wen Yulian.
Since 1997 when the “Happiness Project” was implemented in Fujian Province, a large number of needy mothers like Wen Yulian have stepped on a happy road featuring children and quicker prosperity.
