Special support to designated poverty-stricken areas

To promote the development of old revolutionary bases, ethnic-minority areas, border areas and poverty-stricken areas, China has put energetic efforts into poverty alleviation work since 1986. A number of organizations, including all departments and units of the CPC Central Committee and state organs, people’s organizations, institutions managed in accordance with the Law of the People’s Republic of China on Civil Servants, key large-sized state-owned enterprises, state-holding financial institutions, central committees of non-Communist parties and All-China Federation of Industry and Commerce, and state key research institutions and universities have collaborated in these efforts.
Over the past few years, those units and organizations have provided various forms of help to their targeted recipients in such aspects as sending cadres to the aided counties, helping them with infrastructure construction, industrialized operations, training of labor force and provision of labor services to other places. They also assist their beneficiaries with culture, education, science and technology related developments, in addition to giving aid in disaster relief. By the end of 2012, the number of such units and organizations reached 310, fully covering the 592 key counties in the national development-oriented poverty alleviation programs.
The most crucial part in poverty alleviation- old revolutionary bases: the Ministry of Land and Resources made great progress in its designated poverty alleviation program in southern Jiangxi Province
27 years ago, the cadres and workers in the Ministry of Land and Resources (MLR), bearing the promise that “Our poverty reduction work will never come to an end until southern Jiangxi is out of poverty” in their mind, stepped into the land of southern Jiangxi is out of revolutionary base, initiating a targeted poverty alleviation program.
Just before the 2012 Spring Festival, Xu Shaoshi, minister of the MLR, went to southern Jiangxi to investigate local conditions and meet with local people. In the house of Liu Guang deng, Liu, the centenarian earnestly said to Minister Xu, “Thank you. You helped us reclaim land in the village, so that we have more land now and can live in new houses.” The old man who had lived through a whole century praised MLR’s development-oriented poverty alleviation work. His gratitude came form the bottom of his heart.

The new countryside in southern Jiangxi
Over the past few years, every piece of land in the eight counties——Ganxian, Shangyou, Xingguo, Ningdu, Yudu, Huichang, Anyuan, and Xunwu has been anointed with the sweat of the poverty alleviation workers from the MLR.
In the past 30 years since the initiation of the poverty alleviation program, the MLR arranged 39 state-invested land consolidation projects for Ganzhou, directly benefiting more than 150,000 residents; helped it reclaim land, adding a new 36,000 mu of arable land, which resolved the long-term livelihood problem for more than 30,000 people. Arable land in Xintian County, Hunan Province also increased by 7,253 mu through 18 land consolidation projects, greatly improving the basic conditions for developing agriculture, and increasing incomes for nearly 70,000 farmer4s in the surrounding areas.
Whole village advancement which means to integrate new rural construction with land consolidation in an organic way, is an important achievement of MLR’s targeted poverty alleviation program. From 2002 to 2010, the MLR successively launched nine new rural construction demonstration projects in its eight designated poverty-stricken counties to conduct a comprehensive improvement work in fields, rivers, roads, forests, villages, and houses. The once destitute Taiping Village in Kongtian Town, Anyuan County now has a green bank on mountains and a high-quality granary in the fields, and between the fields sits the beautiful village. Taiping Village has already become a model village of land consolidation, modern agricultural development and new rural construction. Meanwhile, the MLR provided help for 284 poverty-stricken villages in the eight counties in southern Jiangxi in such aspects as road and bridge building and constructing water conservation facilities. Its projects benefited 119,600 people from 1,043 villages.

At the same time, the MLR attached great importance to trapping into the development potential of poverty-stricken areas and transforming them into practical productive forces. It was under the assistance of the MLR that the mining economy in Ganzhou has continued to grow and become stronger. From 2002 to 2011, the MLR launched 22 special projects in Ganzhou, including grand geological surveys and alternative resources explorations to replace nearly exhausted resources. Besides, it accumulatively invested nearly 100 million yuan to investigate and evaluate the potential of the main mining resources in Ganzhou, providing a scientific basis for the local industrial layout. Now Ganzhou has the largest proven reserves of tungsten in the world, and the proven reserves of rare earth rank second highest in China. The mining economy has already become the pillar industry in Ganzhou.
This can be called a unique feat of the MLR in applying new technologies, methods and achievements drawn from land and resource work into the development-oriented poverty alleviation program. In 2002, the MLR delineated 1.25 million mu of land as apt to plant fruit trees, tobacco and tea based on a comprehensive survey on land and resource in which aerial remote sensing techniques were applied; since 2007, the MLR has conducted agro-geological investigations in Ganzhou and Xintian County in Hunan Province, providing the two areas with a scientific basis and technological support in agricultural development planning, to develop an industrial layout for agriculture with local advantages, territorial management, ecological conservation and endemic disease control. At present, Ganzhou is the largest navel orange production base in the world.
In Ganzhou, the MLR invested nearly 100 million yuan to launch projects in an attempt to restore and manage the geological environment in mining areas and prevent and control geological disasters. Through these projects, the frequency and magnitude of geological disasters in Ganzhou became easier to predict, thereby preventing the secondary geological disasters in mining areas, controlling water erosion as well as pollutions and thus greatly improving the ecological environment in mining areas.
A poverty alleviation program should also focus on its efforts to develop education. By implementing education training programs in impoverished areas, the MLR made contribution to improve the local teaching level and foster new farmers with cultural and technological knowledge and good management skills. In Ganzhou, the MLR established eight territorial schools, enabling 7,000 rural students to have an access to schooling; renovated 24 dilapidated rural school buildings, protecting 15,000 impoverished students from danger.
We can say that the targeted poverty reduction work of the MLR did lay a solid foundation for the future development of impoverished areas. Year after year, the warmth from Beijing has truly warmed tens of millions of people’s lives.
