Promoting poverty alleviation with industrialization refers to helping impoverished farmers adjust their production structure and increase their income by establishing agricultural product bases or encouraging made-to-order farming. Measures to promote poverty alleviation with industrialization include: help select leading industries for poor regions and impoverished farmers, provide them with financial and technical support as well as building production bases; support leading enterprises for poverty alleviation, develop the processing industry, organize sales through farmer cooperatives and expand the market.
Promoting poverty alleviation with industrialization in Jixian County, Shanxi Province: concentrate poverty alleviation resources for the industry of apple planting
Jixian County, Shanxi Province is a suitable place for apple planting with a high altitude, large temperature difference and sufficient sunshine. Its apples are thus beautifully shaped, having a nice color and taste. As early as 1992, the county government gave out free seedlings of apple trees, encouraged and guided farmers to grow apple. Through the implementation of development-oriented poverty alleviation in the contiguous impoverished region of Lüliang Mountain Areas and the poverty alleviation in villages programs, Jixian County has been receiving poverty alleviation funds from the Ministry of Finance to renovate old plantations and subsidize new orchards. With an annual increase of 20,000 mu apple orchards, the development of apple planting in Jixian County has got a solid foundation.
Based on this, the county government has attached great importance to the apple panting industry as a leading industry for poverty alleviation; resources were integrated for the “incubation” and “pushing forward” of the industry. After poverty alleviation funds were concentrated on the development of the industry, considerable progress was made.
As a labor and technology intensive industry, apple planting has strict requirements for irrigation, fertilization and management. While implementing regional development programs, Jixian County put emphasis on enhancing the agricultural infrastructure. Taking measures such as water conservation through irrigation programs, developing the livestock breeding industry, renovating roads in fruit orchards and farmlands, setting up anti-hailstone nets in fruit orchards, installing solar power insecticidal lamps, etc, so as to “incubate” the young industries.
As leading industries must be led by leading enterprises, Jixian County tried its best to foster and support leading enterprises of apple planting by attracting projects, preferential policies and market capital to push forward the development of apple processing enterprises and established markets to trade apples. Thanks to poverty alleviation in contiguous impoverished regions and priority poverty alleviation programs, Jixian County achieved the goals set for its apple industry as “a breakthrough every year, a total change in two years an achievements in three years”. The model base of organic apple production spanning 300,000 mu of mountain areas is the booster for the development of apple planting industry.
Besides, the government has never stopped investing in poverty alleviation funds to standardize apple planting, providing training on organic production and management and promote scientific planting. The poverty alleviation fund from the Ministry of Finance and the poverty alleviation mutual help fund, granted microcredit to qualified farmers.
