The labor training program that was launched in 2004 is known as the Dew Program. It is a major platform for human resource development in China’s poverty alleviation system.
Labor training in Bose, Guangxi: “rural classroom” where farmers are their own teachers
The “rural classroom” in Guangxi Zhuang Autonomous Region is a new way of training that features farmers as their own teachers. The village’s CPC members, science experts and successful farmers will hold classes at their homes and encourage farmers in the impoverished villages to choose classes according to their interests. The tutors will live with the trainees, ask trainees to observe and work together in the farmlands. Since its beginning in June 2005, the “rural classrooms” have included various training programs as well as flexible approaches, making it an important way for Party member training, production technology training and the spreading of scientific information in rural areas in Guangxi Zhuang Autonomous Region.
To make full use of the resources in the “rural classrooms”, Bose has introduced an activity titled “the three introductions”. This involves introducing professional tutors, introducing media resources and introducing agricultural talents, to guide the training and enhance its overall quality. The prefectural government of Bose invested over 6 million yuan for the “rural classroom”. 2,166 households held training sessions, and every administrative village has its own training sessions. Meanwhile, the sessions cover over 30 subjects, including special planting, animal breeding, value adding, catering, etc. So far, the“rural classrooms”have been held for over 38,000 times, with more than 190,000 trainees. It has the positive effect of “making industries flourish, fostering agricultural talents, and bringing wealth to local people”.
In the early spring of 2006, in the “rural classrooms” of Busi Quarter in Xin’an Village, Xin’an Township, Pingguo County, Yu Jinling, a Party member who founded the Dayu Rabit Breeding Company, was giving the 8th training session to local farmers on how to breed rabbits scientifically. According to Yu Jinling, he set up the “rural classroom” in November 2005, and had trained over 70 farmers in 8 sessions. His company owns 10 rabbit breeding houses, with over 800 rabbits for breeding, and over 80,000 rabbits for sale.
“How many households can benefit from rabbit breeding?”
“300 households.”
“According to your plan, how much income could each household get?”
“20,000 yuan per household”, said Yu Jinling when asked about the profits from rabbit breeding.
The “rural classroom” training project has been well received by rural Party members and villagers. Wang Xiyi, head of the Tiandong County told journalists that there are folk songs in praise of the “rural classrooms”. The township cadres’ version is :“I didn’t think village work would be like this, no collecting fees and no collecting crops; rural classrooms are a big stage on which the capable become stars.” And the villagers’ version is:“If you want a well-off like, go to the rural classroom; it teaches farmers planting and breeding, and we thank the Party for such good work.”
Wang Xiyi explained that the cadres’ version of the folk song showed that “rural classrooms” cleared the confusions of village cadres. After the reduction of agricultural taxes, some township cadres didn’t know what to do. It was the start of the rural classrooms that showed them how to serve the villagers, and only in helping villagers could they realize their own values. The villagers’, version showed that they were able to gain real knowledge on planting and breeding, thus becoming wealthy in the future.
The innovative “rural classroom” in Bose, Guangxi Zhuang Autonomous Prefecture invites farmers to be in charge of agricultural technology training, organize observation and practice sessions of successful planting and breeding projects of farmers and has produced good training results. Therefore it is an important innovation of poverty alleviation through labor training.
