Development-oriented poverty alleviation in villages takes impoverished villages as the basic unit and impoverished households as beneficiaries of poverty alleviation. It is based on the poverty alleviation plan in villages and aims to achieve the coordinated development of economic, social, environmental and cultural aspects in villages, and takes development-oriented poverty alleviation measures focusing on solving the lack of basic necessities.
Statistics show that from 2001 to 2010, development-oriented poverty alleviation efforts were carried out in 126,000 impoverished villages. This includes old revolutionary bases, border areas, as well as less populated ethnic minority habitations. This has stimulated the construction of a new rural area in the poverty-stricken regions. During the 12th Five Year Plan period (2011-2015), China will choose another 30,000 impoverished villages in the contiguous impoverished regions, or key counties outside the region as targets for poverty reduction in villages.
Poverty alleviation in villages in Pengshui Autonomous Prefecture, Chongqing: great changes taking place in the once impoverished village
Pengshui Miao and Tujia Autonomous Prefecture in the southeast part of Chongqing Municipality is located in the Wuling Mountain Areas and at the low reaches the Wujiang River. It is a topical impoverished county in the Wuling Mountain Areas contiguous impoverished region, where 11 ethnic minorities including Miao, Tujia and Mongolians live. In 2011, Pengshui Autonomous Prefecture initiated the poverty alleviation program in villages, covering 23 administrative villages in the prefecture, with a financial fund of 21.2 million yuan, most of which would be used for infrastructure development.
In Shiliu Village of Shiliu Township, Pengshui Prefecture, Zhou Qingliang, the village CPC branch secretary talked about the success story of cultivating sweet warmwood herbs, saying that a year before, the fields were totally barren, but after the soil improvement project, which was a part of the poverty alleviation program, it turned into a “ land of wealth”.
Speaking of the soil improvement project, Liu Zifeng, a villager, was quite excited. As his children were all out working, the 70-year-old man was left home. Because of the soil improvement project, 6 mu of his land was improved. This year, a businessman from Qianjiang rented 50 mu improved land as a sweet warmwood herb farm, including Liu Zifeng’s property, which earned Liu 300 yuan as a land leasing fee. In his spare time, Liu would help clear the weeds, transfer and nurture seedlings, and plant sweet warmwood herb. After half a year, he earned nearly 1,000 yuan. “The soil improvement project really benefited us ”, said Liu with a smile.
Since the village level poverty alleviation program was launched in 2011, Shiliu Village has seen many changes: its infrastructure is greatly improved; 96 dilapidated houses were renovated; the village road was extended by 2 kilometers with widening and consolidating, greenbelts were built along the streets, 8.6 kilometers of village road were newly built or reconstructed, which benefited more than 1,200 people in over 400 households. 13 kilometers of pedestrian walks were built, making it more convenient for the public; the soil improvement project was carried out to cover a further 300 mu of abandoned land, which is now planted with flue-cured tobacco, evening primrose, red sorghum, sweet warmwood herb, etc.
As a result of poverty alleviation in villages, road construction in Shiliu Village has solved the problem of transportation for villagers and the transportation of agricultural products to a greater degree; the construction of drinking water facilities has provided people and the livestock with safe drinking water; and the reconstruction of the village grid, the construction of highways and bridges as well as the renovation of factories have laid a solid ground for economic development in the area.
