Chinese participatory poverty alleviation achieved remarkable progress

An eight-member delegation from the Malawian government are having an on-the-spot investigation in Luojiasi Village
According to statistics, the total capital invested in this area has reached almost 1.5 million yuan with almost 698,000 yuan contributed to fund the CDD projects since they were launched in the village in July 2006. The funds were put into the construction of asphalt roads and pebble roads to connect villages, to construct drinking-water wells and methane tanks; to plant mulberry trees and to establish a community development fund for 4 villages. Besides, the Poverty Alleviation Funds for Mutual Help supported 109 villagers to start small chicken farms.
“The project enables the villagers to combine learning with practice and improves their capability to create wealth, said Luo Dezhong, the director of Luojiasi Village. When Malawian Minister Billy Kauda heard that the technical professionals voluntarily returned to the village to lead these projects as technical directors, and that the village has developed 109 local chicken farming households with an output of over 40,000 chickens per year, forming a local chicken farming circle along with 6 other villages in 2 other towns, he expressed his appreciation for the efficient allocation of resources in CDD projects.
In the past, national poverty alleviation projects were government- driven and some were even completed directly by professional groups. Though the masses could enjoy the fruits of these projects, they also developed a psychological dependence on the government. However, the CDD projects initiated a new model and mechanism that gives the decision-making, self-administration and self-supervision rights to the masses so that they can decide how to use the project funds, and where to invest the funds, etc. Such a method respects the significant role of farmers in poverty alleviation work, improves the active participation of farmers and promotes their capability to eliminate poverty themselves.
