2015 is a very extraordinary year in the history of China’s poverty alleviation and development. The Central Committee of CPC and the State Council paid unprecedented attention to poverty alleviation and development work, incorporated key-problem tackling for poverty reduction into the overall layout of “five-in-one” and the strategic layout of “four comprehensives” as a task related to the construction of a comprehensive well-off society and the realization of the first Centenary Goal, and vigorously promoted the key work in key-problem tackling for poverty reduction.
General Secretary Xi Jinping, Premier Li Keqiang and other leading comrades of the Central Committee of CPC and the State Council were concerned about poverty alleviation and development, carried out relevant investigations and research work, gave clear instructions and put forward requirements for the work, held the central poverty alleviation work conference.
In 2015, the poverty-stricken people were reduced by 14.42 million and the poverty reduction task was over-fulfilled, marking the realization of the medium-term goal put forward by the “China Rural Poverty Alleviation and Development Program (2011-2020)”. During the“12th Five-Year Plan” period, China’s rural poor were reduced from 166 million in 2010 to 55.75 million at the end of 2015, with a decline of more than 100 million. The rural per capita net income of poor counties increased from 3,273 yuan in 2010 to 6,828 yuan in 2015, more than doubled, and the growth rate was above the national rural average for five consecutive years. The drinking water safety, road transportation, electricity and other infrastructure construction tasks have been fully accomplished, and the education, public health and other basic public service objectives have been basically achieved.
