International exchange and cooperation in the field of poverty reduction

International exchange and cooperation in the field of poverty reduction is an important part of the poverty alleviation and development path with Chinese characteristics and an important component of the overall situation of China’s opening up. The State Council Leading Group Office of Poverty Alleviation and Development (LGOP) has been attaching great importance to international exchange and cooperation in the field of poverty reduction. Currently, with the full implementation of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, the international exchanges and cooperation in the field of poverty reduction mainly target at three aspects: First, to continue to learn from advanced international poverty reduction theory and practice and constantly enrich and improve domestic poverty alleviation and development concepts and mechanisms to enhance the level and capability of our country in poverty alleviation and development, and seek and introduce international resources to support domestic poverty alleviation and development; Second, to publicize China’s achievements and experience in poverty alleviation and spread our poverty alleviation ideas and culture to enhance the international influence of China’s poverty alleviation and development; Third, to promote the exchanges and interactions between China and the international community in the field of poverty reduction, strengthen the experience-sharing in the field of poverty reduction, constantly promote the knowledge and experience sharing between developing countries in the field of social development and poverty reduction and jointly promote the development of the cause of global poverty reduction.With the expiring of the United Nations Millennium Development Goals, international discussion on post-2015 development agenda is increasingly fierce and poverty reduction has been the core area of concern to the international community. In the international exchanges and cooperation in the field of poverty reduction, we should constantly make innovations to the mechanisms, consolidate the foundation, expand the channels and improve the platform to serve the economic and social development and the overall diplomatic situation of China.

【Visits】 In 2013, LGOP sent a total of 123 visiting delegations abroad to further strengthen international exchanges in poverty reduction and expand the communication channels and scope. From June 6 to 10, 2013, at the invitation of Oxford Poverty and Human Development Initiative (OPHI), LGOP Deputy Director Zheng Wenkai headed a delegation to attend the Senior Policy Dialogue on Multidimensional Poverty organized by IPRCC in Britain, introduced the situation of poverty identification and monitoring, poverty alleviation and development work in China, participated in the launching ceremony of the multidimensional poverty collaboration network and discussed with OPHI about their future cooperation. The seminar was held by OPHI and more than 50 people attended the event, including some minister-level officials and experts from five regions (organizations) of 15 counties. Colombian President Santos and Nobel laureate Professor Amartya Sen were invited to attend the event and respectively delivered a speech. Deputy Director Zheng Wenkai made a speech themed on "China’s Poverty Identification, Monitoring, Poverty Alleviation and Development". On June 7, the delegation also held talks with OPHI.
From September 25 to October 4, 2013, a Chinese poverty alleviation delegation headed by Deputy Head of the State Council Poverty Alleviation Leading Group of Poverty Alleviation and Development and LGOP Director Fan Xiaojian paid a working visit to Ecuador, Grenada, the World Bank and UNDPHeadquarters. The main task of this visit was to strengthen our exchanges and cooperation with Ecuador, Grenada and other Central American countries, the World Bank, United Nations Development Programme and other international organizations in the field of poverty reduction and development, further promote China’s ideology and experience in poverty alleviation and development in the new era, clarify the basic properties of developing countries and continue to strive for the understanding and support of developing countries, the World Bank, the UNDP and other international organizations for the current situation of China's economic and social development.During its visit in Ecuador, the delegation held talks with the Head of Ecuador’s National Planning and Development Bureau Munhoz and held the executive meeting of China – Ecuador Working Group on Exchange and Cooperation in Poverty Reduction. During its visit in Grenada, the delegation met with the Prime Minister of Grenada Mitchell, held talks with Thomas, the Minister of Social Development of Grenada, and signed the "Memorandum of Understanding on Exchanges and Cooperation in Poverty Reduction" with the two counties respectively. During their visits in the two countries, the delegation also had a good understanding of the poverty reduction situation of the two countries and carried out field research on the poverty reduction projects in relevant communities and villages and the production and living situations of the poor in the two countries. The delegation held talks with Vice President Axel van Trotsenburg on the headquarters of the World Bank and signed a MOU on cooperation in poverty reduction with the World Bank. Under the careful arrangement of Chinese Executive Director Office in World Bank, it held talks with the representatives of 20 counties’ Executive Director Offices in World Bank (including the executive directors of six countries).
In addition, the delegation made a special visit to Mr. Xu Haoliang, the new United Nations Assistant Secretary-General, UNDP Assistant Administrator and Director of Regional Bureau of Asia-Pacific, further promoting the cooperation between LGOP and UNDP in the new era. From December 11 to 18, 2013, a Chinese poverty alleviation delegation headed by LGOP Vice Minister Wang Guoliang paid a working visit to Switzerland and Denmark. The main task of this visit was to implement the "Memorandum of Understanding of Poverty Reduction Partners" signed between IPRCC and the Swiss Agency for Development and Cooperation, to discuss the cooperation plan 2014; to exchange experiences in poverty reduction and social development, to give lectures introducing the poverty reduction practice and experience of rural China; to discuss and exchange experience in development assistance and related issues; to understand the experience and practices of Switzerland and Denmark in implementing social security projects for vulnerable groups to provide a reference for the development of China’s pro-poor policy, and exchange ideas on fulfilling corporate social responsibility and implementing social development projects.During their stay in Switzerland, the delegation met with Ambassador Kurt Kunz, Assistant Director-General of the Swiss Agency for Development and Cooperation (SDC) and Head of Department Cooperation with Eastern Europe, and held talks with such divisions as Analysis and Policy, Quality Assurance and Aid Effectiveness, Evaluation and Corporate Controlling Division and East Asia.In Denmark, the delegation paid a visit to the Danish Foreign Ministry and talked with Minister for Development Cooperation Mr. Rasmus Helveg Petersen. The meeting was a return visit of the IPRCC visit of Mr. Bach, the former Minister of Development. The two sides intended to strengthen their exchange in the field of poverty reduction and development through the event. Moreover, they visited the headquarters of Bestseller Fund (a partner of LGOP in Denmark) and held a working meeting with its Executive Director Mr. Kristian Sloth Petersen.

On April 6, 2013, during the Boao Forum for Asia in Hainan, on behalf of LGOP, LGOP Director Fan Xiaojian signed the "Memorandum of Understanding on China – Peru Cooperation and Exchange in Poverty Reduction" with the Ministry of Social Development and Integration of Peru. Chinese President Xi Jinping and Peruvian President Ollanta Humala Tasso witnessed the signing of the MOU and the two sides decided to carry out cooperation in the field of experience and knowledge-sharing and research in the field of poverty reduction.

On the afternoon of May 28, 2013, LGOP Director Fan Xiaojian met with Peru's multi-party members delegation headed by Freddy · Horta Laura · Penaranda in Beijing. On June 19, 2013, LGOP Deputy Director Zheng Wenkai met with World Bank East Asia and Pacific regional vice president Axel van Trotsenburg in Beijing and the two sides exchanged views on the cooperation between LGOP and the World Bank. On August 19, 2013, LGOP Deputy Director Zheng Wenkai met with Africa's senior diplomat delegation in Beijing.On August 30, 2013, LGOP Director Fan Xiaojian met with a high-level delegation of Tanzania headed by Mr. Stephen Masato Wasira, State Minister of Tanzanian President’s Office in Beijing. On September 6, 2013, LGOP Deputy Director Zheng Wenkai attended the tripartite cooperation signing ceremony of Matsushita Electric (China) Co., Ltd. and its Japanese parent company - Matsushita Electric Industrial Co., Ltd. and China Social Entrepreneur Foundation and delivered a speech.On September 21, 2013, LGOP Deputy Director Zheng Wenkai presided over the Twelfth China - Venezuela Senior Mixed Committee Social Affairs Sub-Committee meeting in Beijing and met with Venezuelan Vice Minister of People’s Power and Social Security Orozco.On October 15, 2013, LGOP Deputy Director Zheng Wenkai met with a delegation headed by Mr.Tres · Paulson, the founder of Danish Bestseller Group and Nine United Group in Beijing. More than 60 people from the embassies in China, international organizations, national authorities and domestic and foreign enterprises took part in the event. 【Training abroad】 Training abroad is an important part of t LGOP’s foreign affairs work, an important classroom for poverty-relief cadre training and an important measure to implement the strategy of talent training for poverty alleviation. In 2013, we organized a total of three overseas training groups to hold the workshop on "capacity building for international poverty reduction" in Britains, the workshop on "socio-economic transformation and helping the poor" in South Africa and the "training on regional development and integrated poverty reduction" in the United States. A total of 49 people from 17 provinces and other relevant units attended the trainings.
