Poverty Alleviation of All-China Women's Federation

According to the annual report of poverty reduction and development, in 2013, All-China Women’s Federation (hereinafter referred to as ACWF) earnestly implemented the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”. In accordance with the overall deployments and requirements of the CPC Central Committee and the State Council, based on the actual needs of the women and children in poor areas, adhering to people-oriented scientific outlook on development, taking it as an important starting point of the construction of a strong position and a warm home to provide adequate food and clothing for and promote the development of women and children in impoverished regions, making full use of its own social status, social influence, social mobilization force and social resources, ACWF further increased support for the women and children in poor areas and made a positive contribution to boosting the economic and social development in impoverished regions and improving the living conditions of women and poor.
In 2013, the ACWF continued to promote the implementation of small secured loan policy for women. As of the end of 2013, ACWF had issued a total of 180.336 billion yuan of petty secured loans for 3.5807 women and the central and local governments issued a total of 11.339 billion yuan of financial discount funds. Among the loans, 103.3 billion yuan was issued to 12 western provinces and autonomous regions, accounting for 57% of the total.
The central government issued discount funds of 6.599 billion yuan, accounting for 61% of the total. Through microfinance, development of planting, breeding, processing of agricultural products, hand knitting and green courtyard economy, ACWF increased women’s income, enhanced their status, improved the quality of life and helped them gradually shake off poverty.
In 2013, the ACWF continued to cooperate with the health department to conduct screening of "two cancers" free of charge for rural women, always giving priority to poverty-stricken women in the project implementation. Throughout the year, the ACWF completed free cervical cancer screening for 10.14 million rural women and free breast cancer screening for 1.51 million rural women, promoting the early treatment of the two cancers and reducing the disease burden and death risk caused by illness of rural women. In order to solve the treatment problem of poverty-stricken women patients, the ACWF strived for the support of central lottery funds and set up the “Special Relief Fund for Poor Mothers Suffering from Two Caners”. In 2013, the ACW issued a one-time relief funds of 10,000 yuan to each of the 9900 impoverished woman patient to prevent their families’ poverty returning due to illness.
In 2013, The ACWF, the Ministry of Human Resources and Social Security and the All-China Federation of Trade Unions jointly issued the document and continued to carry out the “Spring Breeze Action” with the theme of “establishing an employment matchmaking platform to jointly help you find jobs as soon as possible”. Targeting at the migrant women workers, the women with difficulties in finding jobs and female university graduates, adhering to the combination of promoting local employment, supporting business launching by returned farmers and strengthening employment matchmaking, we provided preferential policies, projects and job information for women. According to the statistics of the women’s federations of 28 provinces (autonomous regions, municipalities), through holding special job fairs, the relevant regions held technical trainings for 920,000 women and employment services for 1.86 milion women and organized labor transfer for more than 1.5 million women.
Before the Spring Festival of 2013, the ACWF launched the activity of “Warmth Delivery”. Headed by the main leaders, we went to the remote poor villages in Hubei and Ningxia, sent condolence to local poverty-stricken women, delivered warmth, knowledge, health and services to the rural women in minority and border areas and solved their practical problems in living, production and learning by issuing project funds and materials of 16 milion yuan to local women and children. Since 2000, we have organized such activities during the Spring Festival and New Year Day and has issued project funds and materials of more than 300 million yuan to central and western impoverished areas, effectively improving the production and living conditions of the women and children in poor areas.
Targeting at the western poor areas, the ACWF launched the construction of demonstration bases and the poverty alleviation by science and technology. In 2013, ACWF invested a total of more than 9 million yuan of project funds in 20 western provinces and autonomous regions, supported the construction of 152 national women’s modern agricultural technology demonstration bases and national “March 8th Green Project” demonstration bases, supported a number of capable women in getting rich, female brokers of agricultural products circulation and, by giving full play to the leading role of demonstration bases, achieved the comprehensive benefits of “boosting the economic development of one region and helped a number of women increase income through creating one demonstration base”.
