Overview of Poverty Alleviation of Ministry of Environmental Protection

According to the annual report of poverty reduction and development, the Ministry of Environmental Protection attached high importance to poverty alleviatoin and development. To implement the spirit of the State Council’s work conference on poverty alleviation and development and the national poverty alleviation and development conference as well as the requirements of the “Circular of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the ‘Notice concerning Mechanism Innovation to Promote Rural Poverty Alleviation and Development’” (Zhong Ban Fa No.[2013] 25), taking strengthening environmental protection in poor areas as the priority of environmental protection, the Ministry of Environmental Protection constantly increased efforts on promoting the ecological protection and construction in impoverished regions, implemented environmental governance projects, strived to solve prominent environmental problems affecting sustainable development and damaging people’s health, further improved the mechanism for environmental protection, poverty alleviation and development, and made progress in industrial poverty alleviation and fixed-point poverty alleviation.
China supported the integrated remediation of rural environment in poor areas. The “‘12th Five-Year Plan’ for National Rural Environment Management” included 14 contiguous destitute areas into the coverage of key areas for national comprehensive improvement of rural environment and included 16 provinces with a large number of key counties for poverty alleviation and development, such as Gansu, Qinghai, Xinjiang, Shanxi and Shaanxi into the coverage of contiguous remediation of rural environment.
In 2013, 15 provinces (autonomous regions, municipalities) were covered by the program and 4.25 billion yuan of central funds was issued, mainly to support the protection of drinking water sources and the disposal of sanitary sewage and garbage, addressing a number of prominent environmental problems in rural areas.
China promoted the implementation of the "‘National 12th Five-Year Plan’ for Rural Drinking Water Safety Project”, urged and guided towns and rural areas to strengthen the investigation and survey on drinking water source environment and the environmental supervision, and took the protection of rural drinking water sources as the core of key watersheds and groundwater pollution control and the protection of ecological environment of rivers and lakes.
Meanwhile, we issued the “Guidance on Strengthening Water Quality Monitoring Capacity Building for Rural Drinking Water Safety Projects” and the “Management Approach for Rural Drinking Water Safety Projects” jointly with the National Development and Reform Commission, the Ministry of Water Resources and the Health and Family Planning Commission, requiring all provinces to further strengthen water quality monitoring capacity building for rural drinking water safety projects, promote water quality to reach relevant standard and ensure water supply safety, and put forward clear requirements on the construction and management of the projects within central budget covered by the “‘National 12th Five-Year Plan’ for Rural Drinking Water Safety Project”.
In 2013, the Ministry of Environmental Protection formulated the “Program on Promoting Biodiversity Conservation and Poverty Reduction” jointly with LGOP to promote biodiversity conservation and poverty reduction work.
Combined with the implementation of “China Biodiversity Conservation Strategy and Action Plan (2011 - 2030)”, we successively launched pilot projects of biodiversity conservation and poverty reduction in Hulun Beier Gacha of New Barag Right Banner in Inner Mongolia, Hulun Buir City of Inner Mongolia, Lichuan County of Hubei Province, Sandu County of Guizhou Province, Taibai County of Shaanxi Province and Yulong County of Yunnan Province, and issued project funds of 2.9 million yuan.
Through alternative livelihoods, we improved people’s living standards and reduced the damage to biodiversity, and strived to explore a win-win mode for biodiversity conservation and poverty reduction. Meanwhile, we actively supported the development of national nature reserves in poor areas, continued to increase investment in nature reserves of poor areas, arranged 200 million yuan of special funds for biodiversity conservation and supported the construction of 74 National Nature Reserves (including five pilot projects of biodiversity conservation). In cooperation with the Ministry of Finance, through transfer payment of central government for key national eco-functional regions, we supported the ecological function protection in poor areas, organized environmental quality assessment and urged county governments in poor areas to further increase efforts on ecological function protection.
