Overview of Poverty Alleviation of Ministry of Land and Resources

According to the annual report of poverty reduction and development, in 2013, the Ministry of Land and Resources earnestly implemented the spirit of the 18th National Congress of the CPC, the Third Plenary Session of the 18th Central Committee of the CPC and the important speeches of General Secretary Xi Jinping on anti-poverty work, took poverty alleviation as an important political task, clarified the division of labor and included anti-poverty work into the ministry’s main work deployment and performance evaluation system.
On May 8, Minister Jiang Daming presided over the third minister office meeting, listened to the report on anti-poverty work, required relevant parties to change and innovate their ideas, gave play to the advantages of land and resources departments and mobilized all forces of the field to increase support for impoverished regions in terms of planning, policy formulation, project, capital and talents. In 2013, relevant departments and units of the Ministry of Land and Resources increase support for impoverished regions in the introduction of policies, the formulation of planning and the implementation of pilot projects, promoted the implementation of the “Several Opinions of the Ministry of Land and Resources on Supporting the Regional Development and Poverty Reduction in Contiguous destitute areas” (Guo Tu Zi Fa No.[2012] 122) and achieved remarkable results.
The Ministry of Land and Resources cooperated with LGOP in the pilot work in Fuping in Yanshan – Taihang Mountain Area. Vice Minister Zhang Shaonong, who was responsible for the anti-poverty work, gave instructions on the “Letter on Earnestly Studying and Implementing the ‘Speech of General Secretary Xi Jinping in the Field Research on Poverty Alleviation and Development in Fuping County of Hebei Province” of LGOP: “All relevant units must conscientiously learn practical and realistic way of thinking and develop the consciousness of serving the people wholeheartedly”.
The “Letter of the General Office of the Ministry of Land and Resources Office on Supporting the Poverty Alleviation and Development Policies of Fuping County of Hebei Province” (Guo Tu Zi Ting Han No. [2013] 189) put forward support measures in seven areas, including the assessment and adjustment of overall planning for land use and major project land use, sent one deputy department director to serve as the deputy chief of Fuping County, independently approved the use of 300 mu of construction land in Fuping County and allocated 500,000 yuan of anti-poverty funds to support the construction of Hope Primary School in Fuping County.
The Ministry of Land and Resources also determined to take Jingxi County of Guangxi Zhuang Autonomous Region – the hometown of Wei Shouzeng, a national model director of land and resources bureau, as a contact point for poverty alleviation, implemented specific measures and projects to support Jingxi County, supported the implementation of pilot projects on mild slope of low mountains and hills, increased construction site of 300 mu and implemented the land reclamation project to enrich people, effectively boosting the economic and social development of Jingxi County and livelihood improvement of local residents.
The Poverty Alleviation Office of Ministry of Land and Resource was titled as an “Advanced Collective in the Fixed-point Poverty Alleviation by Central and State Organs”.
