Medical assistance and disaster prevention of the Ministry of Civil Affairs

According to the annual report of poverty reduction and development, in 2013, with approval of the State Council, under the leadership of the Ministry of Civil Affairs, the national inter-ministerial joint conference system for social assistance composed of 24 departments was established to guide local governments to improve the social assistance system, clarify departmental responsibilities, strengthen coordination and cooperation, improve system convergence to form join forces and guide the provinces with special difficulties to establish "model communities for national integrated poverty reduction" in accordance with the "criterion for model communities for national integrated poverty reduction".
Taking Yongxin of Jiangxi and Mangshi of Yunnan as the pilot areas for integrated poverty reduction cooperation projects in Asian communities, over the past two years, the Ministry of Civil Affairs put in four million yuan to support the poverty reduction in communities and, combined with project construction, held trainings of community poverty reduction personnel for 40 person-times for the provinces with special difficulties, enhancing the level of community poverty reduction in local areas.
In 2013, the coverage of medical assistance was further expanded to include not only the objects of urban and rural minimum living security systems and rural five-guarantee system, but also the seriously ill and severe disabled people from low-income families. In 2013, a total of 25.76 billion yuan of aid funds as issued, of which 13.2 billion yuan was central government subsidy.
Medical assistance was provided for 108.32 million people, the inpatient, outpatient assistance and subsidies for insurance participation reached 1,673 yuan, 142 yuan and 63 yuan respectively, and 55% of the hospitalization expenses could be compensated by the assistance. In addition, the Ministry of Civil Affairs actively promoted the pilot work of medical assistance for people suffering from major diseases and the medical assistance covered 1.562 million people nationwide with a total expenditure of 3.77 billion yuan.
In conjunction with the health department, the Ministry of Civil Affairs continued to improve the level of protection for rural residents suffering from major diseases and increased the proportion of reimbursement and assistance for childhood leukemia, 186 Yearbook of China's Poverty Alleviation and Development, 2014congenital heart disease and other diseases.
In 2013, the Ministry of Finance and the Ministry of Civil Affairs arranged a total of 10.322 billion yuan of disaster relief funds. The Ministry of Civil Affairs organized the allocation of 196,000 disaster relief tents, 154,000 cotton coats, 473,000 cotton quits,19,000 sleeping bags, 89,000 folding beds and 13,000 stoves to support the disaster relief in poor areas and guarantee the basic living of affected people.
In 2013, in the purchase and allocation of additional central government’s disaster relief materials after Lushan earthquake, we gave priority to 14 warehouses in contiguous destitute areas, national key counties for poverty alleviation and development and other impoverished provinces, and stored all the 12 square-meter cotton tents, 12 square-meter single tents, 12 square-meter folding single tents, 20 square-meter single tents, 36 square-meter single tents, 60 square-meter single tents and folding chairs we purchased in the 14 warehouses.
In the whole year, we newly stored a total of 3000 12-square meter cotton tents, 40750 12-square meter single tents, 9250 square-meter folding single tents, 20000 20 square-meter single tents, 9000 36 square-meter single tents, 1000 60 square-meter single tents, 160000 cotton quilts, 180000 cotton coats, 100000 sleeping bags, 70000 folding beds, 50000 folding tables and chairs and 900 privies in the 14 warehouses. The storage setting and supplies could support contiguous destitute areas, key counties and other poor areas to timely cope with sudden natural disasters.
