Overview of Poverty Alleviation of the State Ethnic Affairs Commission

According to the annual report of poverty reduction and development, in 2013, in accordance with the important deployments on relevant ethnic affairs and the requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, the State Ethnic Affairs Commission (SEAC) made steady progress in the poverty alleviation and development in minority areas. Over the years, the State Ethnic Affairs Commission concentrated on the actions of supporting the development of minorities, vitalizing border areas and enriching the people, participated in the anti-poverty work of minorities in the minority area, did a good liaison job for the regional development and poverty reduction in Wuling Mountain Area to boost the development of local pasturing area, strengthened the fixed-point poverty alleviation and coordinated the intelligence poverty reduction in border areas to promote the poverty reduction and social and economic development in impoverished minority areas, making a contribution to national unity and progress.
In 2013, the central government arranged 3.69 billion yuan of minority development funds, up 30% over 2012, of which 2.79 billion yuan was for 12 western provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps, accounting for 75.6% of the total.
Since the implementation of the project of protection and development of featured minority villages, pilot projects have been launched in more than 600 villages of 28 provinces (autonomous regions, municipalities), involving 45 minorities, and significant results have been achieved.
Through project construction, we protected and improved the dwellings with minority characteristics in the villages, promoted the development of featured industries, especially tourism industry with minority characteristics in the villages, improved the production and living conditions of the villages, boosted the development of ethnic minority culture and promoted the harmonious development of ethnic relationship among the villages as well.
The intelligence support for poverty reduction in border areas organized by the central committees of the democratic parties and the All-China Federation of Industry and Commerce under the leadership of United Front Work Department of CPC Central Committee and the State Ethnic Affairs Commission contributed ideas and did practical things for the development of impoverished minority areas, and assisted these areas to hold personnel training, develop poverty reduction planning and conduct project demonstration and consulting.
Meanwhile, we coordinated the Ethnic Affairs Commission of Guizhou Province to issue 33.05 million yuan of funds from the State Ethnic Affairs Commission to support the construction of Bijie Experimental Zone and the pilot area of “Spark Program, Poverty Alleviation by Science and Technology” in Qianxinan Prefecture of Guizhou Province and implemented more than 400 projects to improve the rural infrastructure and production and living conditions in Bijie and Qianxinan Prefecture and increase the production and income of the masses, and held various types of trainings as well.
Implemented the minority cadre and technician training program, the minority high-level technological backbone talents training program and the personnel support program for remote impoverished regions, border areas and old revolutionary base areas, and promoted the establishment of the minority cadre and personnel database information integration platform.
In 2013, we held cadre and talent trainings for more than 5000 people in western poor minority areas. Giving play to the advantages and characteristics of the colleges affiliated to SEAC, we strengthened the trainings of minority cadres, highly skills personnel, rural practical talents and "bilingual" talents for poverty-stricken minority areas.
Through the projects of “College Student Village Cadre”, the “West Program” and the “Three Supports and One Assistance”, we encouraged minority graduates of the colleges affiliated to SEAC to work in impoverished minority areas and cultivated a large number of excellent minority cadres, providing a source of cadres for various levels of party organizations.
