Policy introduction for informationization in impoverished villages of Ministry of Industry and Information Technology

According to the annual report of poverty reduction and development, in 2013, the Ministry of Industry and Information Technology earnestly implemented the spirit of the central work conference on poverty alleviation and development and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, well performed its duties, continued to implement the project of extending communication coverage to every village and strengthened poverty reduction by informationization.
According to the requirements of the “Opinions on Promoting Rural Poverty Alleviation and Development by Mechanism Innovation”, the Ministry of Industry and Information Technology promoted the informationization construction in poor villages jointly with the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Education and LGOP.
The Ministry of Industry and Information Technology, the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Education and LGOP jointly issued the “Notice on the Issuance of Implementation Plan for Informationization in Poor Villages” (MIIT Liangui No.[2012] 146) to the relevant provincial departments and three major telecom operators, issued the “Implementation Plan for Informationization in Poor Villages” to clarify the guiding ideology, overall objectives, division of responsibilities, tasks and safeguard measures for different stages of informationization in poor villages, and determined that MIIT shall be responsible for rural Internet services and the broadband access to compulsory education schools, high schools and vocational colleges in contiguous impoverished
regions, the Ministry of Education shall make clear the broadband service needs of compulsory education schools, high schools and vocational colleges in contiguous impoverished regions and take charge of environment construction for campus webucation in conjunction with the Ministry of Science and Technology, the Ministry of Agriculture shall be responsible for the integration and opening of all kinds of information resources to provide farmers with information services; training information officers for poor villages to enhance their information acquisition and service capability.
LGOP shall be responsible for coordination and mainly provide basic information data for poor villages, administrative villages and natural villages.
