Fixed-point poverty alleviation of Ministry of Transport

According to the annual report of poverty reduction and development,in 2013,based on the relevant requirements of the “Circular on A New Round of Fixed-point Poverty Alleviation by Central and State Organs and Relevant Units” (Guo Kai Ban Fa No.[2013] 78) issued by eight departments including LGOP and the Organization Department of the Central Committee of the CPC, the Ministry of Transport is responsible for the fixed-point poverty alleviation in three national key counties for poverty alleviation and development in Aba Prefecture of Sichuan Province, namely Heishui, Xiaojin and Rangtang County.
To achieve leapfrog development and long-term stability in the Tibetan areas,taking the fixed-point poverty alleviation in Aba Prefecture as a major event to protect and improve people’s livelihoods, the Ministry of Transport made clear the thinking of work and strengthened project management to improve the poverty reduction effects, winning good social repercussions. In 2013, the Ministry of Transport was listed among the “Innovation Cases of National Social Poverty Alleviation”, and the second batch of poverty alleviation contact group in Aba Prefecture was titled as an “Advanced Collective in the Fixed-point Poverty Alleviation by Central and State Organs).
1. Strengthened cadres’ counterpart support to lay a solid foundation for organizational guarantee. Since 2009, taking two years as a work period, the Ministry of Transport sent the fixed-point poverty alleviation contact group to work in Aba Prefecture. In June 2013, the Ministry of Transport again sent two technical backbones to form the third batch of poverty alleviation contact group (hereinafter the contact group) in Aba. The team leader acted as the standing committee member and deputy chief of Aba Prefecture and the team member served as the deputy director general of Aba Prefecture Transport Bureau.
2. Promoted plan implementation and strengthened poverty reduction by transportation construction. The Ministry of Transport steadily promoted the implementation of the "Outline of the Program on Traffic Poverty Reduction in Aba". In 2013, we implemented a total of 13 traffic poverty reduction projects in Aba Prefecture, including 11 new projects (including six highroads of 54.8 km, four bridges of 193 linear meters and one security project of 15 km) and two ongoing projects (including the construction of 65.654 km of roads, 1560 meters of tunnels and 737 linear meters of bridges), and
planned to invest a total of 136.42 million yuan, of which 100 million yuan was vehicle purchase tax funds from the Ministry of Transport and 20 million yuan was from Sichuan Provincial Department of Transport. From 2009 to 2013, the Ministry of Transport had arranged a total of 51 transport poverty reduction projects and completed the construction of 47 projects with a total of investment of 686.46 million yuan.
3. Strengthened intellectual support and jointly promoted the counterpart support work. The Liaison Group in Aba Prefecture strengthened its communications with the Ministry of Transport and relevant institutions and institutes, organized professional transport technicians and management
training for Aba Prefecture, held the fourth transport personnel training course in Aba themed on “Rural Highroad Construction Management”, covering 36 transport technicians and management personnel, and organized the academic education of promoting from an associate degree to a bachelor's degree for the working staff of the transport system in Aba Prefecture. In August 2013, the Planning and Research Institute of the Ministry of Transport sent young technical experts to conduct field research in Aba Prefecture and donated 300,000 yuan to support power projects for road maintenance and improvement. In September 2013, the Youth League Committee Practice Group of MOT Organs carried out field research in Wenchuan, Songpan and Maoxian and, during the fieldsurvey period, donated 74,000 yuan, 3156 items of clothing and 2863 school supplies for the working staff of Aba Prefecture Highroad Bureau.
