Poverty alleviation conference and survey of Ministry of Industry and Information Technology

According to the annual report of poverty reduction and development, in 2013, the Ministry of Industry and Information Technology earnestly implemented the spirit of the central work conference on poverty alleviation and development and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, well performed its duties, continued to implement the project of extending communication coverage to every village and strengthened poverty reduction by informationization.
On the morning of May 3, 2013, MIIT held in Beijing a meeting on poverty alleviation. Miao Wei, Minister of Industry and Information Technology, and Fan Xiaojian, Deputy Director of the State Council Leading Group of Poverty Alleviation and Development, and Director General of LGOP addressed the event. On the afternoon of May 3, MIIT held a symposium on fixed-point poverty alleviation to summarize the fixed-point poverty alleviation work of MIIT in 2011 and 2012 and make arrangements for next step.
Meanwhile, the ministerial and inter-provincial conference on the anti-poverty work in the "Yanshan - Taihang Mountain Area" was held. On the basis of summarizing and improving the "Work Plan to Promote the Regional Development and Poverty Reduction in the Yanshan – Taihang Mountain Area", it promoted the coordination between Hebei, Shanxi and Inner Mongolia in the Yanshan – Taihang Mountain Area and explored the establishment of a mechanism for the cooperation between MIIT and relevant provinces (autonomous regions) to jointly promote poverty reduction in contiguous destitute areas.
In order to have an in-depth understanding of the current development status of the designated poor counties (districts) and the contiguous poor area, the relevant divisions, bureaus and units of the Ministry of Industry and Information Technology provided targeted support for local development. From August 5 to 6, 2013, a delegation headed by Minister of Industry and Information Technology Miao Wei carried out field research in Huade County of Inner Mongolia and Kangbao County of Hebei Province, visited the poor in rural areas and held talks with representatives of local villagers.
During his visit, Minister Miao Wei held the “Work Conference on Poverty Alleviation and Development in Yanshan – Taihang Mountain Area” in Kangbao County of Hebei Province and put forward requirements and opinions on the mass liaison and poverty alleviation and development in Shanxi, Inner Mongolia and Hebei based on the problems and suggestions put forward by the industry and IT departments and some counties, combined with the findings of the village and household surveys. In 2013, MIIT organized relevant persons to carry out field research, launch projects and hold seminars on poverty reduction for nearly ten times in the twinned poor counties (districts), involving 112 people. MIIT carried out an overall field research in the “Yanshan – Taihang Mountain Area” and the relevant divisions and bureaus carried out “one-for-one” field research in the twinned districts and counties for more than 20 times.
In 2013, MIIT constantly strengthened institutional construction for poverty alleviation. In order to improve the relevant poverty-relief fund management system, MIIT organized the amendment of the “Measures on the Management of Fixed-point Poverty Alleviation Projects (Funds) of MIIT” and the preparation of the “Measures on the Management of Poverty Alleviation Projects (Funds) for Yanshan – Taihang Mountain Area of MIIT” and issued the documents to the relevant departments.
Meanwhile, MIIT made innovations to the work mechanism, issued the “List of Annual Poverty Reduction Needs of Twinned Poor Counties” and established direct channels for the communication between relevant departments, divisions and units of MIIT and the twinned poor counties, enhancing the pertinence and effectiveness of the anti-poverty work.
In 2013, MIIT held technical, management and informationization trainings for impoverished regions, organized eight trainings on poverty reduction for 2980 person-times in the twinned poor counties (districts), including grassroots cadre trainings for 300 person-times, technician trainings for 640 person-times, rural labor trainings for 2000 person-times and the training of leaders in becoming rich for 40 person-times.
On the basis of listening to the opinions of the poor counties and relevant field research and demonstration, in 2013, MIIT arranged 21 fixed-point poverty alleviation projects, including the projects to improve people's livelihood and enrich people, infrastructure construction, cultural and education projects. A total of 32.18 million yuan was invested in the projects, of which 8 million yuan was relief funds from MIIT.
On January 17, 2013, the State Council Leading Group of Poverty Alleviation and Development issued the “Decision on Praising Advanced Collectives and Individuals in the Fixed-point Poverty Alleviation by Central Organs” (Guo Kai Fa [2014] No.1) and named the Leading Group Office of Poverty Alleviation of MIIT as an “Advanced Collective in the Fixed-point Poverty Alleviation by Central Organs”.
