Overview of Poverty Alleviation of Ministry of Industry and Information Technology

According to the annual report of poverty reduction and development, in 2013, the Ministry of Industry and Information Technology earnestly implemented the spirit of the central work conference on poverty alleviation and development and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, well performed its duties, continued to implement the project of extending communication coverage to every village and strengthened poverty reduction by informationization.
According to the requirements of the “Opinions on Promoting Rural Poverty Alleviation and Development by Mechanism Innovation”, the Ministry of Industry and Information Technology promoted the informationization construction in poor villages jointly with the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Education and LGOP.
According to the adjustment made by the State Council for a new round of poverty alleviation work, the Ministry of Industry and Information Technology continued to attach importance to livelihood and project poverty alleviation, promoted the fixed-point poverty alleviation in Nanbu County and Jialing District of Sichuan Province as well as Luoning County and Ruyang County of Henan Province, took the lead in contacting Yanshan – Taihang Mountain Area for regional development and poverty reduction and earnestly performed its duties of “liaison and communication, investigation and research, supervision and guidance.
Giving play to the advantages of industry and information technology industry, we coordinated the integration of industrial resources, supported poor areas to enhance industry development capacity and focused on instructing the technological transformation of enterprises, SME development, public service platform construction, the production of Chinese traditional herb medicines and the cleaner production of enterprises.
In 2013, in policy guidance and project funding, the Ministry of Industry and Information Technology gave priority to the twinned poor counties and issued a total of 70.242 million yuan to support the technological transformation of enterprises, SME development, public service platform construction, the production of Chinese traditional herb medicines and the cleaner production of enterprises in twinned poor counties; issued 52.77 million yuan, 43.07 million yuan and 39.62 million yuan to support the SEM development in the Yanshan – Taihang Mountain Area in Hebei, Shanxi and Inner Mongolia respectively, and issued 75.18 million yuan to support the construction of 18 business technological transformation projects in the Yanshan – Taihang Mountain Area.
To give play to the role of communications infrastructure, we continued to implement the project of “coverage of all villages” through providing telephone lines for administrative villages and natural villages, Internet access to towns and information access to rural areas. In 2013, the Ministry of Industry and Information Technology put in a total of 6.3 billion yuan in communication industry, provided broadband service for 14,000 more administrative villages in rural poor areas, making the broadband program cover 90.5% of the total administrative villages; increased more than 6800 natural villages for telephone services, making the coverage of telephone lines up to 95.5% of the total natural villages.
Organized the activity of information delivery to rural areas for more than 1000 towns, newly set up nearly 400 township information service stations, more than 3400 village information service stations, nearly 1000 township agriculture-related information libraries and more than 3400 village information columns.
