Overview of poverty alleviation of ministry of Housing and Urban-Rural Development

According to the annual report of poverty reduction and development,in 2013,in cooperation with the relevant ministries and commission, the Ministry of Construction of Housing and Urban-Rural Development continued to increase support for the renovation of dangerous houses in poor rural areas, seriously performed its duties as the liaison unit of Dabie Mountain Area and supported the steady development of housing and urban-rural construction in Dabie Mountain Area.
To address the most basic housing security problem of poor farmers and achieve the objective of housing provision for all rural residents, since 2009, the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the National Development and Reform Commission jointly implemented the pilot project of expanding the renovation of dilapidated houses in rural areas,aiming to renovate the most basic houses for rural scattered families covered by the five-guarantee system, low-income households, families of poor disabled people and other poverty-stricken families living in dangerous houses.
To implement the spirit of the central government and the action plan for poverty alleviation and development, the three ministries adjusted and improved the policy measures to support impoverished regions in 2013. First, raised the subsidy standard of central government for poor areas.The subsidy per household increased from 7500 yuan to 8500 yuan. Second, separate poor areas from other regions in assigning relevant tasks. Third, develop the minimum requirements for construction to achieve the goal of building a moderately prosperous society.
In July 2013, the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the National Development and Reform Commission jointly issued the “Notice on the Renovation of Dilapidated Houses in Rural Areas in 2013”, clarified the support policies for poor areas and put forward the minimum standards for construction area, main components, structural security and basic functions of the renovation of dilapidated houses in rural areas. Meanwhile, the three ministries (commissions) also made clear specific management measures on subsidy targets, fund raising, quality and safety and the farmers archive information management in the renovation of rural dangerous houses, requiring relevant departments above county level to strengthen organizational leadership and implementation management, strengthen guidance and supervision, actively carry out on-site inspections, hold trainings and make propagandas.
