Poverty alleviation by railway construction

According to the annual report of poverty reduction and development,in 2013, accelerate the implementation of the "Medium- and Long-term Railway Network Program" and the "Twelfth Five-Year Plan" for railway construction, and continued to support the railway construction in western regions.
In accordance with the "Opinions of the State Council on the Reform of the Railway Investment and Financing System to Accelerate Railway Construction" (Guo Fa [2013] No. 33) and the spirit of Premier Li Keqiang’s speech at the work conference on promoting the development and poverty alleviation in western regions, in the railway construction in the latter three years of the "12th Five-Year Plan” period, to boost western economic and social development and promote poverty alleviation and development, targeting at the western regions especially in poor mountain areas in railway construction, we increased investment in construction and promoted the western regions to give priority to and accelerate the development of railway industry.
In 2013, a total of 663.8 billion yuan of fixed assets investment was issued for railway construction in China, of which 530.8 billion yuan was used for railway construction, and newly built railways of 5586 kilometers were put into operation; 230.7 billion yuan was invested in the railway construction in western regions and newly built railways of 1866 kilometers were put into operation.
As of the end of 2013, the national railway operating mileage reached 103,000 kilometers, of which 40,000 kilometers was in western regions, accounting for 38.4% of the total. The railway from Xi’an to Baoji for passenger transportation, the intercity railway from Liuzhou to Nanning, the extended section of Hunan – Guangxi Railway from Hengyang to Liuzhou, the Xi’an-Pingliang Railway, Chongqing – Lichuan Railway and the double track of Xikang Railway have been completed and put into operation.
The ongoing projects such as the Lanyu Lanzhou – Chongqing Railway, Xi’an – Chengdu Railway, Bazhong – Dazhou Railway, Chongqing – Wanzhou Railway, Chengdu – Lanzhou Railway and Ningxia Double Track were under smooth construction. Key projects such as the extended section of the Chongqing – Guizhou Railway, Chengdu – Guiyang Railway, Dunge Railway and Huzhun’e Railway were already launched. The accelerated railway construction in western regions played an irreplaceable role in promoting the poverty alleviation and development in poor areas and boosting regional economic and social development.
