Poverty Alleviation by China Railway Corporation

According to the annual report of poverty reduction and development,in 2013,after the reform of separating government functions from enterprise management in railway industry ,the leading party group of China Railway Corporation attached great importance to poverty alleviation and development work, party secretary and general manager Sheng Guangzu gave instructions on the implementation of the central government’s decisions and
deployments on the poverty alleviation and development work in the new stage, required railway departments to take the spirit of the 18th National Congress of the CPC as the guideline, adhere to the tenet of “serving the people”, adapt to the new situation, new tasks and new requirements,
and constantly consolidate and expand the results of poverty alleviation and development by railway industry.
Sheng Guangzu acted as the head of China Railway Corporation Leading Group for Poverty Alleviation and Development. Deputy General Manager Peng Kaizhou, who is responsible for the anti-poverty work, presided over the leading group conference and made deployments on the anti-poverty work, requiring China Railway Corporation to continue to actively perform its duties from a political perspective and continue to play its advantages in railway construction to better serve the national poverty alleviation and development with constant efforts and the spirit of utter devotion.
The railway departments conscientiously implemented the deployments of China Railway Corporation, overcame difficulties to implement the poverty alleviation and development, gave play to the advantages of railway industry and carried out railway construction and transportation poverty alleviation, playing a positive role in boosting regional economic and social development and promoting the poverty alleviation and development in poor areas.
In accordance with the task schedule for contacting relevant contiguous destitute areas of LGOP, China Railway Corporation seriously implemented the
spirit of the launching meeting on regional development and poverty reduction in Qinba Mountain Area and the relevant requirements of LGOP for the poverty reduction in contiguous destitute areas, strengthened its communication and coordination with the Ministry of Science and Technology and the National Railway Bureau and participated in the contacts with Qinba Mountain Area. Meanwhile, we continued to implement the contact and communication,investigation and research, supervision and guidance work and organized the relevant units to participate in the monitoring and evaluation of the plan implementation in contiguous destitute areas.
Made clear that Zhengzhou, Wuhan, Xi'an, Chengdu and Lanzhou Railway Bureau should each arrange one bureau leader and relevant departments to get involved in the anti-poverty work, strengthen the communications with the poverty alleviation offices, science and technology departments and railway offices of six provinces (municipalities) in Qinba Mountain Area, and promote the implementation of various support policies, poverty-relief projects and aid measures. In terms of railway construction, in accordance with the overall deployment of the government on accelerating the railway construction in central and western regions, we communicated and negotiated with the six provinces (municipalities) of Qinba Mountain Area for many times and promoted the railway project construction jointly with local governments.
In 2013, about 40 billion yuan was invested in the railway construction in Qinba Mountain Area. As of the end of 2013, the total railway length in Qinba Mountain Area reached 2300 kilometers and the total investment amounted to 300 billion yuan. In terms of rail transport, we carefully listened to the opinions of the governments and key enterprises of the six provinces (municipalities) of Qinba Mountain Area and implemented the support policies for cargo transportation and passenger train operation to guarantee the completion of key transport tasks of the six provinces (municipalities), providing strong support for the economic and social development in Qinba Mountain Area.
