Poverty Alleviation and Development Funds in Anhui Province

According to the annual report of poverty reduction and development,in 2013, Anhui Province issued financial anti-poverty funds of 1.29 billion yuan, up 18%, of which 1.02 billion yuan (not including Food for Word fund, minority development fund, poor forest farm and agricultural reclamation fund) was from the central government, 160 million yuan was from the provincial government and 110 million yuan was from the municipal and county governments. In 2013, Anhui Province invested anti-poverty funds of 499 million yuan and 484 million yuan respectively for the contiguous poor areas in Dabie Mountain Area and northern regions of the province.
In 2013, in strict accordance with the range of application of anti-poverty funds, Anhui Province effectively carried out anti-poverty project review and record, further improved the poverty-relief fund and project publicity system and strengthened social supervision. Meanwhile, we clarified the annual targets and tasks, strengthened management by objectives and promoted the performance evaluation of anti-poverty funds. Zhejiang Province was named Grade A in the performance evaluation of anti-poverty funds organized by LGOP and the Ministry of Finance in 2012. In 2013, we organized 70 counties (districts, cities) with anti-poverty tasks to carry out self-inspection and self-correction on the use of central and provincial anti-poverty funds managed or participated by poverty alleviation departments from 2010 to 2013 and, on this basis, the provincial poverty alleviation office organized inspection on the anti-poverty work in 12 of the 43 national and provincial key counties (including contiguous poor areas, districts and counties) and the counties continuously enjoying support policy, and put forward suggestions on rectification.
Meanwhile, based on the use of pilot funds for the reform of Rain Plan implementation mode, we held a special forum and introduced specific regulations to further standardize the use and supervision of anti-poverty funds.
