The United Nations (UN) System in China and the Ministry of Foreign Affairs (MOFA) on July 9 jointly hosted a high-level forum in Guiyang, Guizhou Province in China during the Eco-Forum Global 2016, to discuss and explore how to achieve the 2030 Agenda for Sustainable Development and ecological civilization through innovative approach both in rural and urban areas.
The Forum, Achieving the 2030 Agenda for Sustainable Development and Ecological Civilization through Innovative Approach, was organized as one of the major events between the UN System in China and the Government of China following the joint kick-off event of Implementing the 2030 Agenda for Sustainable Development: Through an Equitable, Open, All-round and Innovative Approach in May 2016.
The 2030 Agenda with its 17Sustainable Development Goals (SDGs)is integrated and indivisible, and balances the three dimensions of sustainable development: the economic, social and environmental. It is universally applicable, taking different national realities, capacities and levels of development into account, and respecting national policies and priorities. Meanwhile, ecological civilization is defined as a “Five-in-One” model, which integrates not only the economic, social and ecological, but also the political and cultural dimensions of development. The year of 2016 marks the beginning of the implementation of SDGs; the achievement of those goals will influence the following 15 years and even further future.

Representing UN System in China, Mr. Ralf Bredel, Head of UNIDO’s Regional Office said “as China is seeking to design its roadmap for an industrial transition towards an eco-civilization, further institutional reforms and capacity enhancement will likely be needed. The UN System in China stands ready to continue to provide support in this process – to turn environmental constrains into opportunities, to better manage natural resources and improve resource productivity.”
As China firmly supports and actively implements the concept and actions of sustainable development at the global level, its effort to build an eco-civilization will make a significant contribution to the 2030 Agenda for Sustainable Development.
Representing the Government of China, Mr, Wu Hailong, President of Chinese People’s Institute of Foreign Affairs, said “there should be innovative awareness for promoting the 2030 Agenda for Sustainable Development, and it should be addressed in three areas including perspective innovation, mechanism innovation and action innovation. The concept of eco-civilization could not only be the guidance for China’s development, but also benefit the world and provide the guidance for the implementation of the 2030 Agenda globally.”
Innovation in theory, institutional setup and action is much needed in implementing the 2030 Agenda. The concept of eco-civilization could not only guide China's development path, but also the implementation of the 2030 Agenda around the world.
“It is of great significance to have today’s forum focusing on ‘Sustainable Urban Development’ and ‘Green Development in Rural Area’. Urban and rural areas are the main living spaces as well as the main field to implement sustainable development,” said Mme, Shen Yiqin, Deputy Secretary of the Guizhou Provincial Committee of the Communist Party of China. She indicated that “Guizhou will build ‘the mountain & water city’, and follow the new urbanization roadmap with mountain characters consistently.”
This Forum brought together over 100 high-level guests from the central and local governments of China, the UN and international organizations, think tanks, academia and civil society.

The panelists shared their views on the emerging challenges for developing countries in promoting urban and rural sustainable development for all economically, socially and environmentally; the recommended vision, principles and dimensions of the New Urban Agenda to be adopted in the upcoming Habitat III under the framework of the 2030 Agenda; China's experience and future prospect in poverty eradication, particularly on provincial level; how to eradicate poverty in a sustainable way; the opportunities and challenges of rural areas to promote echo-civilization; and the role of UN in China’s implementation of the 2030 Agenda.
UN System in China
The UN System in China, consisting of 24 UN funds, programs and specialized agencies resident in China, work in partnership with governmental and non-governmental organizations at various levels to support the Government in implementing its national development objectives as well as Internationally Agreed Development Goals, including the Sustainable Development Goals. The UN System’s work in China is guided by the UNDAF 2016 - 2020 focusing on Poverty Reduction and Equitable Development, Improved and Sustainable Environment, and Enhanced Global Engagement.
